Think about it. If you think of evil thoughts, are you evil? It does not matter if you do it or not, it is the thought that makes you evil. Having the follow through is just a matter of bravery and opportunity.

Only people have real conscience existing whether evil or not. If the purpose of evil thoughts was evil too itself. Then the conscience responds in human nature, But if the conscience reponded nothing good or not even a bit of guilt that follows an evil thought. Then most possibly its really an evil thought..brSo it also depends on how your conscience may weigh your evil thoughts. As ones real purpose is more of what really matters behind those evil thoughts.brbrConscience is like a filter that purifies wicked inner thoughts and feelings. Those who have the worst ones are purely evil.
